If you have been arrested for a DWI in Lubbock Texas or the South Plains and you voluntarily submitted to a blood test then you will have twenty days from the day the Texas Department of Public Safety notifies you of your blood test results to request a hearing on your driver license.  If you gave a voluntary blood sample the arresting officer should not have confiscated your driver license because he or she would not know your blood alcohol level.
