Land
use is regulated by a complex web of federal, state, and local laws. Zoning
laws categorize the types of development permitted on a particular property—
for instance, whether houses or businesses may be built there, and if so their
allowed height, size, and closeness to property lines.
Two important federal curbs on land use are the
National Historic Preservation Act and the National Environmental Policy Act,
which seek to preserve sensitive environments and historic land and structures.
Lawsuits over land frequently involve neighbors suing each other over property
use. Public agencies may also sue landowners on the public's behalf. A land use/zoning
