Citizens need to be informed of a proposed rule and allowed adequate time to
comment on or criticize the rule before it becomes law.
Examples of state regulations include laws
governing the sale of alcoholic beverages and the legal maximum speed limit.
Examples of federal government regulations include laws governing immigration,
use of public lands, and food safety. Congress establishes many federal
regulations, while others are established by federal agencies.
