to a parent or parents who are not the child's biological (or birth) parents.
Methods of adoption include (1) using a public or private agency; (2) making direct
arrangements between adoptive parents and birth parents, sometimes with the help
of an attorney or a member of the clergy; (3) adopting a child who is from another
country, either directly or through an agency; (4) adopting a child as a
stepparent, relative, or (in some states) domestic partner. Adoption
requirements, regulations, and costs vary by state, country, and type of
