When one should ask a judge for a punitive award ?

When one should ask a judge for a punitive award:
-if the violator violates civil right violation:
discrimination, hate crime, fraud, scam, animal / human cruelty, sex crime...or ?
Or constitutional right: 4th or 4th amendment or?
