Employee was 6 months from retirement and has many willing to serve as character witnesses. Employee not provided access to details or to file before termination.

The best advice I can give is for the teacher to call their union, TSTA. They have attorneys that represent teachers in termination hearings before the State Office of Administrative Hearings.
