Does the bilogical grandparent have any rights to this new born child, especially when a State has given the mother parental rights back to other children later. In other words, in this case mother timed out of reunification plan, but, (5) years afterwards the State Granted back parental rights to the younger following siblings.
Question??? Can she now legally this particular minior's child that has been givin up for adoption, since it is within the 6 months time-frame after birth??
