What are the laws concerning retail cashiers rights to verify total money count at shift change?

During the change of shifts at my workplace, we are not allowed to do a shift report concerning our cash register. If we want to count the till, we can but cannot look at the written report to verify the figures. The shift report is done by a manager who has an alcohol problem.
