What are my rights against former employer who never paid unemployment benefits

Employer never paid unemployment benefits in my name and I was laid off: After working full time for my company for 3 years, I was laid off due to the slow economy. I was denied unemployment based on the fact that my previous employer never paid unemployment benefits in my name. I faxed in my W2's and pay stubs and it took 3 months for Florida to tell me there was nothing they could do for me. What actions can I take to get the benefits that I deserve as well as back pay since I know my employer was in the wrong (and currently avoiding my phone calls). - Is this your question?
