Washington State speeding - traffic ticket deferral laws

Is there a limit to how the judge determines whether or not to allow a deferral on a speeding ticket? I was speeding 20 over a 35 posted limit. Am I eligible for a deferral if I have never used it before?

Deferral's in Washington are discretionary pursuant to RCW 46.63.070. The best way to determine is to call the court clerk and ask the procedure based on which Judge it will be set before.
