US Citizen Minor entering the US

My cousins who are 13 and 15 are US citizens living in Mexico. Can they cross into the US by themselves? They don't have a passport but they have their CA ID and birth certificates. What problems if any will they have crossing? Their family is undocumented so they don't have anyone that can cross them.

    Answered . Your cousins must contact the nearest U.S. Embassy in Mexico and based on their bona fides of their citizenship obtain their U.S. Passports. Also, their parents must furnish them with a permit to travel to the United States by themselves since there are legally minors. Also, there must be a designated adult accompanying them to the United States with the Parental Authorization to Travel.
