the utilities company made a mistake with the gas meters and are now telling me I have a 3 yr back charge of $1500 is this legal

This is a townhouse, 4 unit building. 2 units are getting credits, me and the other are being told to pay up for their mistake for not keeping track of the meters and who was getting billed for what meter.
