read your post a couple times--not sure what you want to know. You may be able to bring a suit for damages if you can't work a deal with the dry cleaner.

I am not sure as to your question. You can sue the cleaner in small claims for current value.

Your first step should be send the dry cleaners a 93A letter. Mass General Laws ch. 93A is a consumer protection statute. Look up "Massachusetts 93A letter" and you should be able to get all the information you need. If the dry cleaner does not respond to the letter, or you're unhappy with their offer, your next step would be to file a claim in Small Claims Court. You would ask for the cost of restoring the suit or, if that's not possible, replacement cost for the suit.
