Renting a room without Certificate of Occupancy

My child is renting one of 18 rooms for rent in a house. We just found out is zoned as a single family dwelling with no certificate of occupancy and that it was converted without the proper permits. Can she leave prior to the end of the rental agreement? Our understanding is that it is illegal to charge rent in this situation.

It is illegal to rent and illegal to live there. She can leave.Do not be surprised if the Landlord still sues for money. She might want to report the violation to the housing authorities before she leaves.
