My mother is leaving usa well before the stamped i94 date due to a family emergency. She wants to come back in july, which will be approximately 3 months after she has left usa & stay till october mid. Do you think there will be an issue at port of entry, what reason can she give for reentering again as her primary motive is spending time with the family & visiting the places she could not in these severe winters? My father will also be joining her during the last one month for sight seeing & family reunion
Depending on the type of visa your mother has, and/or her country of citizenship, your mother might or might not have problems upon her return to the USA. You need to provide more information. You should consult with an experienced immigration attorney about your case.

Based on the information you provided, I don't think that there will be a problem, but Customs and Border Protection has the ultimate say in any attempted entry to the U.S.

Mother should not have a problem being readmitted, unless she stumbles upon a CBP officer who walked up on his/her left foot that day..
