In Washington state, who's reponsible for pest control if it's a commercial building?

We had to put our own money for our restaurant's past roaches problem and it's under control. But now my landlord is sending a bill for pest control for the office above us stating that we caused that problem for roaches. Are we responsible to pay the bill which is outside of our own business?
