Answered . Not likely. There is reciprocity among the states and many won't issue a license if your privilege is suspended in another state.

Answered . Can you legally apply? Yes.

Will the new state issue you a license? Unlikely.

Generally a new state will not issue a license until you have cleared your license in the state from which you are moving. If you have paid your fines and taken your classes, what is preventing you from getting a license in NY?
