IRS check and MD State check were made out to both husband and wife in a divorce case. Husband signed his name on two checks and cashed them somehow. I have copy of checks. No indication where he cashed the checks. The third check he forged my name.
Is it legal for them to cash the checks on only his signature. How to I find out where he cashed the checks.

No, if a check made payable to two people, both people must sign the check. The bank should not cash a check without both signatures and if he signed your name, that is forgery. You would need to contact the IRS to get copies of both sides of the checks.
