I was told down at Tenants Rights in Philadelphia that if I gave first and last month rent plus a security deposit that I amentitled to that last month rent back on my 1 year anniversary date because last is actually considered a second months security,I have been at this apartment for almost 3 years how true is this and where can I go online to get this info.
