Possibly, but only if you have a contract with the utility company. Talk to a lawyer and tell them to show you proof that you have to pay and demand it in writing.

I am having the same problem, my daughters father had a past due consumer energy bill and consumer energy says since he now lives with me they have the legal right to transfer his past due account from a different address onto my account. I do not see how I can be held responsible to pay a bill that occured at an address where I never lived.
