I 'm Currently in India and Want to work in US on H1b, Can an US consultant file a H1b Visa or do I go for Self Sponsorship?

Can an US consultant file or sponsor my H1B. or do I need an Indian employer to file one. I am planning to for for 2014. Is there an option for Self sponsor ?
