How do i file a tort claim and a 1983 civil rights lawsuit

was tased in my head i have alot of problems stemming from this where do i find answers ?

    Answered . Given the difficulty involved with litigating police misconduct cases, you should really consider consulting with a local civil rights attorney. But, to answer your question--(1) with regard to filing a tort claim, you would first need to file an administrative claim (and the statute of limitations, for such claims, is, generally, very short), with the appropriate local public entity. And, as for filing a 1983 civil rights lawsuit, you would do so in federal court.
