Can an employer require me to take community college or online courses on my own time and at my own expense?

Not exactly, but your employer can fire you if you don't, or for no reason, with no notice, if you're at "at will" employee without an employment contract or a union. And you're free to quit the same way.
Making you improve your mind is definitely not the worst thing an employer can make you do...
