Are you asking about CA sales, or MN sales? Your question was posted in MN.
Avvo doesn't pay us for these responses, and I'm not your lawyer just because I answer this question or respond to any follow-up comments. If you want to hire me, please contact me. Otherwise, please don't expect a further response. We need an actual written agreement to form an attorney-client relationship. I'm only licensed in CA and you shouldn't rely on this answer, since each state has different laws, each situation is fact specific, and it's impossible to evaluate a legal problem without a comprehensive consultation and review of all the facts and documents at issue.
You are asking a complex question. This is not something that you can solve easily. You can gather some information here on Avvo but you need to hire an attorney with experience in international trade. And you also need to have a budget for this. We advice client on international business and trade. Feel free to contact my office. Best.

You are definitely going to need to speak with an attorney about this. In addition to an attorney handling international business and trade matters, you will also want to speak with a Customs Attorney (not a broker) about U.S. and Indian customs laws. Import and Export (customs) regulations for commercial purposes are far more complex than for personal use.
I recommend Damon Pike here in Atlanta: http://thepikelawfirm.com/
