Can someone with an expired visa (making him illegal to stay here) with a arrest warrant be arrested in an airport while leaving

I wonder if the TSA or ICE will know if someone is leaving the country with a court case pending and he will be arrested while trying to leave back to his country.

Both TSA and ICE have access to a wide array of criminal investigation information, so there is certainly a chance the person will be stopped, questioned and perhaps placed in custody at the airport.
