Can my son come on a visitor visa to me and my daughter's family?

I filed papers I-130 to USCIS almost 3 years ago.

Answered about 2 hours ago. Doubtful that son will be issued a visa when has an I-130 immigrant petition pending.

He will have a difficult, a very difficult, time getting a tourist visa.

Given that your son has expressed immigrant intent to the US government it will difficult for him to get a tourist (non-immigrant) visa at this time. He can try though.
