Can I but a house that owner has dies and there are no interested family.

I am interested in a home that is in foreclosure. i am not sure what stage, however the owner has died and the mother has moved and abandoned the home and I have no way of contacting her. Can I negotiate with the lender to purchase the home before it actuallyhits the market?
