Back pay from a muncipal government

I retired from the Houston Police Dept.. On the day of my retirement, October 31, 2008, I was still owed $368 of back pay. I have called and, written letters to the chief of police, all without success. I know governments do not fall under the pay day law, but is there another statue for such a case?
