Can another person start useing an easement to run a business?

We have an easement that runs north and south. The easement is owed by a neighbor and us. These people cut another road off the easement threw our property and claimed that the people who use to own our property gave them the property to do this, before that he claimed the road is a historical road. This guy when useing the easement drives it as fast as he can while flipping us off. He walks the easement shinning a flashlight in our windows trying to pick a fight with me. The police won't help and from what I've seen they are afraid of this guy. We need help to deal with this low life.

Under Floirda law can an easement be assigned to another person even if that other person has other access to the leased land

We have an easement that runs through the middle of our property, the people who own on the other side of us, but not directly next to us, lease their land to a hunt club. Does the owner of that property have the right to grant access to other people, hunt club, etc? Does the hunt club have the right to use the easment even though they don't own the property they are hunting and even though they have 2 other ways besides our easment to access the land? Is there any way to keep them from using the easment? We are having trouble with the hunt club, they cross 3 other properties to access the property they lease when there is 2 other access point off a main road to the property they lease

We are allowing a neighbor to use the back portion (maybe an acre of land) of our property for grazing for various animals. We have not written up any agreement but he has offered to do some small work around the property in trade. We were inquiring if he has any rights to our property in the long run?

In VA, what are the footage/boundries, on each side, for a public ramp/landing that has been established for many, many years?

The ramp is a dirt ramp and has been used mostly for swimming and small motor boats, paddle boats, and canoes for decades. There is little or now no room for parking because of newly purchased land to one side.

Can we sue the city over their refusal to tell us where they claimed the road right of way is, resulting in our being sued?

We proved through arbitration that a city street right of way was narrower than shown to be on the county equalization map. That meant the abutting lots were to be measured 6 feet further north of our lots. The city was given a copy of the court-ordered survey, the boundaries of all six affected lots were staked but they ignored both and gave out fence permits resulting in an encroachment onto our property. Zoning ordinance language requires a "land" survey which the neighbors did not have. One had a mortgage survey and the other had a land survey done prior to the arbitration with both using the wrong right-of-way width. The city has repeatedly refused to speak to us about this issue since 2001 when the mayor said the city wasn't going to spend thousands of dollars to fix it.
