Can a credit card debt case be re-opened and garnishment be ordered once the case has been dismissed.

I have been in and out of court for the past 7 years regarding this same case. I had to put a fraud alert on my ssn and about 2 years ago, a court commissioner ruled the case dismissed and told me it would be the last time I would have to appear in connection with this case. I just received in the mail an order for garnishment to be awarded to the same case file. I asked the circuit court how, they said it must be an oversight, and to send a copy of the dismissal to all parties involved. How do I find out what to do next? I want to know what to expect or how to end this FOREVER.

What kind of work would an conviction for fraud effect?

I have recently been obtained charged leading to me having a conviction for 28 counts of usage of a credit card under 500$,
This is bad for me as i would like to move to the USA eventually,
I am not applicable for diversions, i am currently awaiting a hearing for guilty with out conviction plea,
I needed 2 proofs for this to work, one is i needed an written note from the USA general embassy in my country to say that i am not able to travel, and my lawyer asked me to get something to say that a fraud conviction will not allow me to work a certain job, in order for me to get this conviction dropped, I am only 20 years old
( but the consequences will still be there )

So my question is this if you could please answer,

What kind of work would an conviction for fraud effect?

Thank you in ad
