Can I sue for attorney fees ?

I recently won my appeal with the City of Brentwood (code enforcement) over the location of a fence on my property. I had legal representation at the hearing which cost me around $1,200.00. I understand that I can not sue for "legal fees" in small claims court. Can I sue for "Damages" and include the $1200.00 as damages? I would also like to include Defamation of Character (homophobic comments made to neighbors) and Harrassment (continuous calls to code enforcement). I did nothing wrong and it cost me $1200.00 (so far) to prove it.
How would I present this to a small claims judge in writing?

The insurance attorney agreed to pay in the magistrate court. The court awarded the plaintiff damages. How does the plaintiff collect money form a judgment? Should the plaintiff send the defendant the judgment directly and when, immediately after the judgment or wait until appeal time passed? How should the plaintiff collect the judgement?

I'm a us Cuban resident , I was stopped by an immigration officer coming out from a cruise . They arrest me because when they checked my background I had a felony (stolen car) . That time the judge gave me 2 years of probation, I did those two years and I thougth everything was ok with my immigration status. I went to court
, the judge let me go with 1600 bond cause he understood there was no reason to deport me. After that , the goverment prosecutor appealed the case , sent it to Virginia and now im waiting for an answer from them.

Any info regarding number of collection agencies that can go after same old debt in PA would be appreciated!

I had a car voluntarily repossessed in 2007 when I lost my job. It went from the initial lender to now the 3rd collection agency. I had made minor payments with the first 2 agencies in 2007-early 2008. At some point in 2007-2008 a Civil Judgement was placed against me for the debt. I made arrangements and it didn't go to court. Now I am in the middle of another Civ. Judge. for the same thing. I did not have a lawyer (or money for one) to file an appeal. I did not realize that I would be put into a default situation by not appealing. I now have til Dec. 2 to appeal the default judgement. The original creditor would have settled for $1000 to close the acct.-it is now over $7000. If I try to appeal now, will it help? What will the court do to get the money?Payments?Sheriff sale?Thnx
