      <description>I'll try to make this short. &amp;quot;Baby Boy&amp;quot; was removed from his mom by CYS at two weeks with No known father.
Mom is in and out of rehab and has shown NO interest in  &amp;quot;Baby Boy&amp;quot; for 6 months. 
CYS asked the grandmother to help find a permanent home. (Baby Boy is in a temporary group home.)

Grandmom asked friends that were considering adoption to certify as foster parents to take Baby Boy.
The young couple were fully certified to foster in 6 weeks and got to meet Baby Boy. 
After the meeting, the case worker &amp;quot;wasn't sure of the fit&amp;quot; and never called the couple back.
After three more months with no answers,CYS was approached by family and Senator Peleggi for answers.
CYS did a quick review and upheld the earlier decision.
Can the mom sign her rights to  the young couple without CYS's approval?</description>
