Phil graduated from the University of California at Berkeley where he studied economics. He continued his education at the University of San Francisco, School of Law, where he received the American Jurisprudence Award. He spent four years working at the Los Angeles City Attorney's Office as a prosecutor. He has been a criminal defense lawyer since 1979.
