Degree from Loyola University School of Law in New Orleans, Louisiana in 2002, and her LL.M. in Environmental law at the George Washington University School of Law in Washington, D.C. in 2004. During law school, Ms. Harrell clerked at Southeast Louisiana Legal Services, Inc. and the Orleans Levee Board. While an LL.M. candidate, Ms. Harrell clerked for the Environmental Protection Agency in Washington, D.C. and for the Nuclear Regulatory Commission, Atomic Safety and Licensing Board Panel in Rockville, Maryland.
