Landmark class action lawsuit in which a federal court ruled that it is unconstitutional to remove a child from a parent's custody, solely or primarily because the parent is a victim of domestic violence. The Court also ruled that the rate of pay to court assigned attorneys of $25/$40 was so low as to deprive parents of their constitutional right to representation in these types of child welfare matters.
