Disbarred attorney applied for reinstatement. The State Bar, through a former bar counsel, recommended reinstatement. The Disciplinary Commission accepted the recommendation, with a dissent. The Supreme Court took review. Ms. Quinterri prepared the brief on behalf of Chief Bar Counsel and appeared with Chief Bar Counsel on behalf of the State Bar. The Supreme Court denied Arrotta's application for reinstatement, holding that he had failed to meet his burden of showing rehabilitation, and remanded the matter with directions.
