Immigration law is difficult to master because it is a "patchwork" of promulgations. Many immigration laws passed by Congress are inconsistent and unclear. The enforcement of immigration law is also carried out by multiple governmental agencies like the United States Citizenship and Immigration Services (USCIS), the Department of Labor (DOL), and the Department of States (DOS). The involvement of all these governmental agencies also reinforces why immigration laws are at times inconsistent and unclear.
