I practice in Kitsap County. What your narative tells me is that there is a good possibility that a first officer is using a speed measuring device and a second officer (the one you had contact with) is chasing people down to hand out the ticket. This is a common practice in this area. If this is the case, the Officer who gave you the ticket (signed the ticket) is not the officer who used the speed measuring device. Therefor, the second officer doesn't have "personal knowledge" of the speed...
