Larry advises clients on compliance matters related to U.S. export controls. He regularly represents clients before the Department of Commerce on matters involving the Export Administration Regulations (EAR), the Department of State on matters involving the International Traffic in Arms Regulations (ITAR) and the Department of the Treasury on matters involving the embargoes administered by the Office of Foreign Assets Control (OFAC). Larry also represents energy and technology companies on the export regulations administered by the Department of Energy and the Nuclear Regulatory Commission. Larry regularly prepares export license applications and classification requests and drafts export compliance policies and training programs for clients ranging from small emerging companies to large public corporations and international professional associations. Larry counsels clients on regulatory issues associated with foreign investment in the United States, including reviews by the Committee on Foreign Investment in the United States (CFIUS), foreign ownership, control and influence (FOCI) mitigation plans under the National Industrial Security Program Operating Manual (NISPOM) and export control due diligence in mergers and acquisitions. Larry also regularly drafts compliance programs regarding the U.S. Foreign Corrupt Practices Act (FCPA) and trains clients in FCPA compliance obligations.

Larry regularly negotiates and drafts IP licensing agreements (particularly in the fields of life science and biotechnology), contracts, and franchise, supply and distribution agreements. Larry represents clients in various industries including manufacturing, retail, service, hospitality, biotech and technology..
