    You have a duty to cooperate with your insurance company if you are presenting a claim. So, you will be required to give a statement under oath. I strongly advise you consult a lawyer before you say anything else.

    You should contact the Community Legal Services Program at McGeorge School of Law in Sacramento. If you qualify financially they will provide free legal representation by law students who are supervised by lawyers/professors. If they can't help you, ask for a referral to someone who can.     I haven't heard anything that would make you responsible for anything beyond your insurance policy. Your insurance company will appoint you a lawyer to defend the case and he or she can advise you further. But you need to get the lawsuit you were served with to your insurance company asap as normally you only have 30 days to respond to the lawsuit.

    If you have lots of time on your hands you could show up and if the CHP doesn't show up the judge may dismiss the case. But from what you have described you probably should just pay the fine.

    You need to consult with a lawyer in your area to determine if you have a State Bar complaint or maybe a legal malpractice case or something else.

    In addition to "Med Pay" of the owner of the car you were in (if they have it) if you have insurance on your own car, you may have available "Med Pay" on your own policy. Also, if you have health insurance, that is another source of payment of medical bills. Ultimately, the person who rearended the car you were in is responsible for your medical bills.

    You or your sister could be sued by the person whose car was damaged. Sounds like a small claims case where it's like Judge Judy and no one has a lawyer. If the person contacts you or your sister for damages, explain that you have no insurance and how much $ the person wants and ask to see the estimate. If it's something you can pay, then contact a lawyer to prepare a Release of All Claims. Most lawyers including me would do it for free or a small fee. If you can't pay and you lose in court then the person can try to collect from you in various ways like garnish your wages etc. You may then want to speak with a lawyer depending on how much you owe. I would just try to settle with the person if you are contacted.

    You can try calling Community Legal Services at McGeorge School of Law in Sacramento to see if they will take your case. It is a program that represents indigent clients for free if you qualify. Law Students work on the cases with lawyers supervising them. If you do not have any luck with that program most lawyers in the Sacramento area will give you a free consultation.

    I would be very surprised if you did not get a bill, especially if it was Sacramento Fire Dept. If you do get a bill you should check to see if you are covered for uninsured motorist (UM). If you own a car check to see if you have UM coverage. You also may be covered if you are an insured under someone else's policy (usually a family member you live with) Good luck.
