Husband was charged with VC M23152(A) back in 2003

DMV and the court are independent of one another. If your husband was found not guilty by a jury would he have been able to to have his license reinstated. Your husband also would have had a remedy with the DMV had he made a request for a renewed hearing within one year of the date of his arrest.

How long do I have to wait for a conviction or a dismissal for a DUI?

You have a right to a speedy trial. The right is not triggered until you make a request in court for a trial to commence within 30 days. Without exercising your right to a speedy trial the process can take quite a while.
