    He can require sentencing within 48 hours. The reason he isn't doing that is because his lawyer is working a deal for his testimony. They don't want him to be sentenced because they want to hang the deal over his head to make sure that he testifies the way they want.

    You never "need" a lawyer. You may find it easier to have a lawyer put the papers together for you. You will need to file a 1203.3 motion to terminate probation early and a 1203.4 motion to expunge your record. You file those motions with the court, and need to serve a copy on the district attorneys office and probation.     Most likely these attorneys are going off of a list of recent arrests. There is an easy way to know if you have been charged: call the District Attorney's Office and ask.

    You need more than vague advise from the internet. You need an attorney to represent you. Talk to that person about your husband's rights as a supposed victim of domestic violence to refuse to testify. If they have no other evidence that may cripple their case.

    If you are correct, Maybe.I fear you almost certainly not correct. Two things should be considered: 1. An Attorney can waive time on behalf of a misdemeanor client. 2. The defendant agreeing to dates beyond the statutory period is considered a waiver of time. If you are correct and time really has not been waived the court would need to find good cause for the delay.
