    Sorry to hear about the accident. When the liability insurance pays on a claim, they ask for a release. If you have signed the release, you have released the driver and can no longer sue him/her.

    It's one point for property damage over $750 or bodily injury. So you should only have one point on your DMV records.

    You need to hire an experienced personal injury attorney in your area as soon as possible. By you not wearing a seat belt, it does not take away fault from either the driver or even possibly the city. If anything, some of your damages might be reduced.     I would recommend contacting a personal injury attorney in your area who has experience handling bad faith insurance claims. I do not see a need for you to move out of the country. The right personal injury attorney can likely negotiate settlement for you or assist you in a bad faith claim against your own insurance company if need be.     You need to hire a personal injury attorney in your area. Your settlement negotiation will be more difficult because without insurance, you would fall into the Prop 213 category and not be able to recover general damages for pain and suffering. However, an experienced personal injury attorney may be able to investigate further and figure out a way to get you compensated and treated properly. The longer you wait, the more difficult your case becomes.

    There is liability for a dog bite or any injury caused by the dangerous propensity of an aggressive attacking dog. It sounds like you have case as you already have some evidence going towards knowledge on behalf of the dog/owner and HOA. I would recommend: 1) filing a complaint with the HOA, 2) gathering all paperwork including the papers you mentioned and photographs, 3) getting some witness contact information, and 4) consulting with an experienced personal injury attorney in your area who specializes in dog attack/bite cases.
