Stephen is a shareholder of Rover Armstrong A.P.C. Stephen began his legal career in Howard, Rice's (now Arnold & Porter LLP) Litigation Department where he practiced commercial and business litigation. Thereafter, Stephen was an associate at a boutique law firm in Walnut Creek performing litigation services, primarily representing design professionals, mostly architects and engineers.
Stephen received his Juris Doctor in 1999 from the University of California, Hastings College of the Law. He also attended the University of California at Berkeley where he majored in Political Science and obtained his Bachelor of Science in 1994.
Prior to attending college, Stephen served in the United States Navy, stationed on the USS Carl Vinson, an aircraft carrier, as a nuclear reactor operator.
