We retained Mr. West to provide legal and technical advice on a complicated right-of-way issue involving the California Department of Transportation (Caltrans). In just over a week's time, Mr. West was able to comprehend the issues we were dealing with, provide a written analysis and represent the City at a meeting with Caltrans officials. I was very impressed by Mr. West's knowledge of the Uniform Act and Caltrans Right-of-Way Manual. He was able to successfully represent our interests on this matter. I would definitely recommend him to any other public agency dealing with right-of-way issues.
