About Me

With nearly 20 years of experience in the telecommunications industry as first an engineer, a marketing manager, and as corporate counsel, Mr. Magallanes is an authority on Telecommunications & Technology Law.

Mr. Magallanes' primary areas of practice are regulatory licensing, compliance and transactional matters, the process and substance of VSAT licensing, and litigation before the FCC.

An innovator in drafting applications for the licensing of state of the art VSAT services, Mr. Magallanes drafted the application that led to one of the first ESV (Earth Stations on Vessels) licenses granted by the FCC. In addition, Mr. Magallanes focuses in finding cost effective regulatory solutions in select jurisdictions and interfacing with foreign service providers.

Mr. Magallanes is admitted to practice law in Texas and the District of Columbia. He holds two engineering degrees from Texas A&M University, an MBA from the University of Houston, and a JD from the Thurgood Marshall School of Law. He is currently working towards an L.L.M. in Computer & Communications Law from Queen Mary School of Law at the University of London, UK. Mr. Magallanes writes a regular column for Via Satellite Magazine.

I have had the pleasure of working with Raul on joint legal/FCC projects on multiple occasions over the years, and, have not the slightest hesitation in recommending him for legal work in the telecommunications sector. In the area of VSAT & Radio Frequency matters and licensure, Raul is a versatile blend of attorney & engineer – a true asset for this type of work. Raul’s experience and knowledge of FCC regulatory compliance in telecommunications, VoIP and RF broadcast separate him from others solely niched in broadband. In the State of Texas, I can think of no other attorney that I would consult and utilize as local counsel should my clients have a need or problem related to Texas law, regulation or litigation. Raul tackles legal issues in a meticulous manner that gives confidence that the problem or issue is being handled by a true professional with all practical options being considered. Likewise, Raul is English/Spanish bilingual, an immeasurable asset with cross border clients.
