From the information that you provided I assume that you will not be filing a State of MI income tax return and will not be receiving a refund. If that is true then the garnishment will be answered by the state that there were no funds to be garnshished and it will not affect you. I cannot tell from your questions why a different judge was assigned to hear the case. Has your Judge retired, will he be out for an extended period of time.
