Attorney Pilar J. Penn has been serving the metro Atlanta community since 1994. Her mission as an attorney is to provide affordable legal services to help close the "justice gap" that exists in American society. To address the need for accessible and qualified legal representation for the community, she founded The People’s Law Firm, Inc. in 2004 after serving the community through public interest organizations for a decade.
Ms. Penn's experience ranges from litigation in state and federal courts on issues of discrimination against people with HIV/AIDS, negotiating employment disputes, advocating for the proper application of environmental standards, working with government on environmental issues, and providing excellent representation for her clients in the areas of consumer protection and elder law. Another aspect of her practice, which she brings to The People's Law Firm, is providing guidance and legal assistance to nonprofit organizations and small businesses serving the community. As a community negotiator and Georgia mediator, Ms. Penn works with communities, individuals, families and businesses to address and resolve disputes in a way that will save time, money, and heal important community relationships.
Ms. Penn is a graduate of Vanderbilt University School of Law, and is a proud recipient of the Bennett Douglas Bell Memorial Award which is awarded to "the graduating student who is not only well versed in the law, but also embodies the highest conception of the ethics of the profession." Attorney Penn was the first Vanderbilt graduate to receive the prestigious Skadden Arps Public Interest Fellowship (1993) and is the founder of the Public Interest Information Center, the first of its kind at Vanderbilt to encourage students to pursue the path of public interest law and the school’s support of those students desiring to pursue those careers. Today, partly due to Ms. Penn's work and drive to raise the awareness of the administration, Vanderbilt School of Law has a very active public interest law community and has established an educational component within its curriculum to encourage students to pursue that path.
Ms. Penn is a graduate of Tuskegee University and the Emory University Rollins School of Public Health. In August 2014, Ms. Penn was named an "Outstanding Georgia Citizen" by Secretary of State Brian Kemp. She is currently on sabbatical pursuing her interest in travel and study abroad.
