It is difficult to overturn the ruling of a medical examiner and a conclusion by the police that you sister committed suicide. It is not possible, but very difficult. It would also be difficult to get an attorney to represent you in the matter on a contingency basis. Would speak with a local injury attorney about your particular state laws.

You need to look at your looking county and municipal codes. There could also be some type of statutory violations for abandonment of property. The violations should be on the notice. You should be concerned with getting a bill from the city for towing the vehicle. Make sure to find out what they intend to o with the vehicle so you are not billed for storage of the vehicle.

Depending on the amount and your particular jurisdiction there is always a chance for jail if you go to trial and are found guilty. State charges are vastly different than federal. Best answer is that you always need an attorney after an accident. You should at least speak with a local injury attorney to help with any insurance issues that may arise. Get a report if you can and never leave an accident scene without a report no matter who caused the accident. Rarely will the police refuse to come to an accident, that is there job.
