About me

Mr. Parks joined Armstrong, Donohue, Ceppos & Vaughan with experience in litigation, government, policy, and politics.  Most recently, he served as an Assistant State’s Attorney for Prince George’s County in the specialty Handgun Unit prosecuting gun crimes in the Circuit Court.  During his tenure in the State’s Attorney’s Office, Mr. Parks handled cases on issues ranging from white collar fraud to violent crimes.  He also served as a Special Assistant State’s Attorney for Baltimore City.

A graduate of the Georgetown University Law Center and Michigan State University, he has worked for the Michigan House of Representatives as a Legislative Aide for two members of the House leadership and as a campaign manager in a targeted legislative race.  He has also worked in the United States House of Representatives and the United States Senate.  During the 2004-2005 election cycles, Mr. Parks was a campaign and political consultant with FieldWorks, LLC, where his clients included national party committees, labor unions, and congressional candidates.

While in law school, Mr. Parks was selected to the Georgetown University Law Center Barristers’ Council Moot Court Division based upon his achievements in oral and written appellate argument.   He also worked as an intern for The Honorable Carol Ann Dalton of the District of Columbia Superior Court and as a research assistant for Professor Peter B. Edelman.

Mr. Parks sits on the boards of the Maryland Teen Court Association and the Georgetown University Law Center Recent Alumni Advisory Council.  He is also the American Bar Association Young Lawyers Division liaison to the Law Student Division and a co-founder of the J. Franklyn Bourne Bar Association Young Lawyers Division.  Mr. Parks is also an Adjunct Professor of Criminal Law and Procedure in Baltimore.

Mr. Parks now focuses on complex civil litigation, although he still handles some criminal and juvenile cases.

Mr. Parks is a walking legal encyclopedia. He is always the most well versed and well prepared attorney in the courtroom. Additionally, there are very few, if any, attorneys who can persuade a jury like Mr. Parks can. I endorse Mr. parks without hesitation.
